Of course you may still submit your blog to Google even if you do not have a sitemap, although you will be missing out on getting a detailed statistics report. Keep in mind though that Google will not allow you to submit your blog directly, and you will instead have to submit it to blog directories that Google routinely trawls though during the course of a blog search.
